1. U.S. Department of Homeland Security Conducts Largest Counterterrorism Exercise to Date
The U.S. Department of Homeland Security will conduct the largest and most comprehensive counterterrorism exercise to date from Oct. 15-19 in Arizona, Oregon and the U.S. territory of Guam. Top Officials 4 (TOPOFF 4) will include more than 15,000 participants from all levels of government, international partners and the private sector in a full-scale, simulated response to radiological dispersal device attacks.



2. Draft National Response Framework Released For Public Comment
The Department of Homeland Security (DHS) is seeking comments on the draft National Response Framework, successor to the National Response Plan, for a 30-day public comment period. The framework, which focuses on response and short-term recovery, articulates the doctrine, principles and architecture by which the United States prepares for and responds to all-hazard disasters across all levels of government and all sectors of communities.



3. S.C. OSHA Fines Fire Department, Furniture Store Over Fatal Fire
The South Carolina Department of Labor, Licensing and Regulation, Office of Occupational Safety and Health (S.C. OSHA) is levying fines against the Charleston, S.C.-based Sofa Super Store and the City of Charleston Fire Department for violating firefighter safety procedures after a deadly June 13 fire engulfed the store and killed nine firefighters.

4. Red Cross Aligns With CEOs for Stronger Disaster Preparedness
The American Red Cross and Business Roundtable announced a new Partnership for Disaster Response collaboration to accelerate on-the-ground relief and recovery activities following major national disasters.



5. GAO Report Finds DHS Performance Lacking
The Department of Homeland Security's (DHS) recent 4-year anniversary provides an opportunity to reflect on the progress the agency has made since its establishment. A new report from the Government Accounting Office (GAO) says that while the agency has made some progress, more is needed.



6. House Dems: OSHA Failed to Protect 9/11 Workers
In the aftermath of the Sept. 11 terrorist attacks, OSHA should have taken the lead in protecting emergency workers and volunteers who responded after the collapse of the towers but fell short in its mission, House legislators charge.


7. Will this Plastic Be the New Steel?
By mimicking a brick-and-mortar molecular structure found in seashells, University of Michigan (U-M) researchers created a composite plastic that's as strong as steel but lighter and transparent. The discovery could have a significant impact on body and vehicle armor in the future.
